The rapid evolution of Artificial Intelligence (AI) over the last decade has profoundly impacted various sectors, including security, where its intersection with terrorism has emerged as a growing concern. As AI technologies advance, terrorist organizations, such as ISIS, are increasingly utilizing AI-driven tools to enhance their capabilities in areas like recruitment, cyberattacks, and warfare strategies. This chapter explores how AI is transforming terrorism, presenting both significant risks and opportunities, and analyzes the implications for international security. Terrorism, especially in its modern form, has evolved through technological advancements, with groups like ISIS exploiting AI to amplify the scope and impact of their attacks. The democratization of AI tools has enabled terrorist groups to leverage autonomous systems like drones, deepfake videos, and biometric systems, posing new challenges to counterterrorism efforts. These developments highlight the need for states to reassess and adapt their security policies, ensuring they can effectively respond to AI’s role in terrorism. The paper uses ISIS as a case study to examine how AI technologies are leveraged by terrorist organizations and the corresponding ethical and legal challenges. By examining existing counterterrorism policies, this research aims to provide insights into how global security frameworks are being reshaped in response to these emerging threats. It argues that the increasing reliance on AI requires a fundamental shift in defense and diplomacy, as traditional methods are ill-equipped to address this new paradigm. The paper also addresses the growing concerns of intelligence agencies about AI’s potential to accelerate radicalization and facilitate terrorist activities. Given the growing threat of AI in terrorism, several actionable policy recommendations are proposed. First, states should enhance international collaboration to create a global framework for regulating the use of AI in both warfare and cybersecurity. This framework should address the ethical concerns surrounding AI, ensuring that its use in counterterrorism respects human rights and international law.
