| dc.description.abstract | This study examines the extent to which educational infrastructures is planned and delivered as inclusive social infrastructure within new residential developments in Limassol, Cyprus. Despite significant and sustained residential growth in Limassol over the past decade, there is limited evidence that educational facilities are being planned and delivered in ways that ensure equitable access for all children, regardless of socioeconomic backgrounds, ability or social group. The study addresses this gap through a mixed-method research design combing documentary analysis of Cypriot planning and regulatory frameworks with a structured questionnaire survey of 65 residents of Limassol. The study is grounded in a conceptual framework drawing on three interconnected theoretical pillars: social infrastructure theory (Klinenberg, 2018; Boys and Jeffery, 2023), the Right to the City (Lefebvre, 1968; Harvey, 2008), and the United Nations Sustainable Development Goals framework, particularly SDG 4 (Quality Education) and SDG 11 (Sustainable Cities and Communities). The documentary analysis reveals that the Cypriot planning and regulatory framework for educational infrastructure is primarily focused on physical and administrative standards, with a near-complete absence of explicit inclusivity criteria and limited alignment with SDG 4 and SDG 11. The questionnaire survey findings reveal significant concerns among Limassol residents about the adequacy car dependency, unsafe pedestrian routes a perceived disconnect between residential growth and school provision and concerns about the equity implications of the city’s rapidly growing private school sector. Statistical data demonstrate that 68% of pre-school institutions in urban Limassol are private, raising important questions about equity of access to early education. The triangulation of documentary and survey findings reveals a consistent pattern: educational infrastructure in Limassol is not currently being planned and delivered as inclusive social infrastructure. This study concludes with six evidence-based policy recommendations directed at urban planners, policymakers and local authorities in Cyprus, aimed at embedding inclusivity criteria within the planning framework, introducing mandatory school provision requirements linked to residential development, improving active travel infrastructure, aligning planning practice with SDGs and strengthening public educational provision in new residential areas. | |
