Γεωπολιτική της Ενέργειας και Ενεργειακή Ασφάλεια τον 21ο Αιώνα: Σχέσεις Ευρωπαϊκής Ένωσης-Ρωσίας
The current postgraduate thesis is oriented to the investigation of diplomatic relations between the European Union and Russia using as main criterion the energy trade and the bilateral agreements between them. The main objective is to present and evaluate the exact policies of the two sides and their individual choices based on energy and the transport of energy resources. A focal point is also the energy supply and export and the definition of energy security in the contemporary international developments. In addition, it is investigated the geopolitical impact of energy on the actual relations between states and international entities and the consolidation of their power through this. The methodology followed is based on a mixed research approach according to the analyses of secondary and primary sources focused on the existing international affairs. This research assesses the degree of interdependence between the two sides in terms of benefit in the economic and energy sectors. At the same time, the individual options of the two sides are sought in order to reduce the degree of dependence or deepen their relations. Key findings are the individual political actions of certain member states of the European Union through their direct conciliation and consultation with Russia that threaten the unity of the European entity. In conclusion, the prospect of an immediate withdrawal of the European Union from the Russian natural gas supply is considered extremely difficult. This may be due to either the internal division or the plurality of policies within the EU, or it could also happen due to the growing Russian network of pipelines and alternative energy channels on the European continent.

Η παρούσα μεταπτυχιακή εργασία προσανατολίζεται στην διερεύνηση των διπλωματικών σχέσεων Ευρωπαϊκής Ένωσης και Ρωσίας με βασικό κριτήριο το εμπόριο ενέργειας και τις μεταξύ τους διμερείς συμφωνίες. Βασικός στόχος είναι να παρουσιαστούν και να αξιολογηθούν οι ακριβείς πολιτικές των δύο πλευρών και οι επιμέρους επιλογές τους με βάση την ενέργεια και την διακίνηση των ενεργειακών πόρων. Σημείο εστίασης αποτελεί επίσης η προμήθεια και η εξαγωγή της ενέργειας αλλά και ο προσδιορισμός του όρου της ενεργειακής ασφάλειας στις σύγχρονες διεθνείς εξελίξεις. Επιπρόσθετα διερευνάται η γεωπολιτική επίδραση της ενέργειας στις σχέσεις ανάμεσα σε κράτη και διεθνείς οντότητες και η εδραίωση της ισχύος τους μέσω αυτής. Η μεθοδολογία που ακολουθείται βασίζεται σε μια μικτή ερευνητική προσέγγιση σύμφωνα με στις αναλύσεις δευτερογενών και πρωτογενών πηγών με κύριο κριτήριο τις υπάρχουσες διεθνείς εξελίξεις. Η συγκεκριμένη έρευνα αξιολογεί τον βαθμό αλληλεξάρτησης ανάμεσα στις δύο πλευρές αναφορικά με το όφελος στον οικονομικό και τον ενεργειακό τομέα. Αναζητούνται παράλληλα οι επιμέρους επιλογές των δύο πλευρών με στόχο την μείωση του βαθμού εξάρτησης ή την εμβάθυνση των σχέσεών τους. Βασικά ευρήματα αποτελούν οι μεμονωμένες πολιτικές ενέργειες ορισμένων κρατών-μελών της Ευρωπαϊκής Ένωσης και η απευθείας συνδιαλλαγή και συνεννόηση με την Ρωσία που απειλούν την ενότητα του Ευρωπαϊκού οικοδομήματος. Συμπερασματικά κρίνεται ως εξαιρετικά δύσκολη η προοπτική της άμεσης απεξάρτησης της Ευρωπαϊκής Ένωσης από την προμήθεια Ρωσικού φυσικού αερίου. Αυτό μπορεί να οφείλεται αφενός στον εσωτερικό διχασμό και την πολυφωνία των κρατών-μελών εντός της Ε.Ε. και αφετέρου στο αυξανόμενο Ρωσικό δίκτυο αγωγών και εναλλακτικών διόδων ενέργειας στην Ευρωπαϊκή ήπειρο.
