Caracteres specifiques des incitations financieres au developpement regional en Grece (1982-1986)
Public aid to investment in Greece differs according to territorial zones, the nature of the economic activity and according to certain general criteria such as, "technological standard", "national economic interest", and "joint social interest".The form of this financial help, going from subsidies to tax relief, can vary according to the amount invested. From the point of view of versus the percentage of actual achievements compaved to approved pvojects is reLativeLy highev in the industriaL sector than in the agricultural and services sectors. Finally for purposes of comparison, the Greek system of financial encouragement to development distinguishes itself by its original classification of investments. However, it presents various similarities to the French system : - an effort at systemization of criteria of allocation of aid, - practice of "implied contracts" which may mean a simpLe "gent Leman's agreement" rather than formal obligations, - and, in a very general sense, the carrying out of an "economic inducement through allowances" strategy, being understood in this instance as allowances for production (and not allowances for consumption), as in the systems of archaic allowances, well known in economic ethnology.

Les lois de développement qui ont été périodiquement mises en oeu v re en Grèce n'ont pas toujours comporté d'incitations fin a ncières. Cette absence pouvait s'expliquer de plusieurs manl eres, soi t que l'on ait préféré alors d'autres moyens pour favoriser le développement régional, soit encore que l'on ait préféré la commodit. é d'une législation uniforme ou que l'on ait considéré les incitations elles-mêmes comme relevant d'un système trop différent des conceptions classiques sur le rôle de l'Etat en matière économique. Cependanl, di verses mesures d'incitations financières ont été prévues par le décret-loi 1312/1972 et par les lois 289/1976, 849/1978 1116/1981 et. 1962/1982 .
