Abstract

The themes' concerning Decentralization. of the Public Administration at large and of Self-Administration bear in themselves a very special meaning. Bust this meaning that they have, aquires bigger dimensions at periods, due to particular circumstances, under which a country «stands»; according to them our country «stands» under special circumstances for various reasons.
