Motivation Theories and Their Application in Employees of the Public Sector

| dc.description | Η παρούσα διατριβή παρουσιάζει τα ευρήματα της έρευνας σχετικά με την πρακτική εφαρμογή πέντε θεωριών κινήτρων στον ελληνικό δημόσιο τομέα, της Ιεραρχίας Αναγκών του Maslow, της Θεωρίας των Δύο Παραγόντων του Herzberg, της Θεωρίας των Αναγκών του McClelland, της Θεωρίας Προσδοκιών του Vroom και της Θεωρίας Ισότητας του Adams, αφού πρώτα τα αναλύσει και τα εφαρμόσει θεωρητικά. Ενώ η εφαρμογή ενός συστήματος ανταμοιβής στον ιδιωτικό τομέα θεωρείται δεδομένη, δεν ισχύει το ίδιο για τον δημόσιο τομέα. Στόχος της διατριβής είναι να διερευνήσει υπό ποιες συνθήκες και κριτήρια οι Έλληνες δημόσιοι υπάλληλοι μπορούν να αυξήσουν την απόδοσή τους, διατηρώντας παράλληλα τα χαρακτηριστικά του δημόσιου τομέα, όπως η ασφάλεια της εργασίας. Για την εξαγωγή συμπερασμάτων χρησιμοποιήθηκε ποσοτική έρευνα, όπου συλλέχθηκαν πρωτογενή δεδομένα από ένα δείγμα 239 Ελλήνων δημοσίων υπαλλήλων που απάντησαν σε ένα ερωτηματολόγιο που δημιουργήθηκε μέσω του Google Forms. Η έρευνα δείχνει τη δυσαρέσκεια των δημοσίων υπαλλήλων κυρίως με τον μισθό τους, αλλά και ότι είναι απόλυτα θετικοί απέναντι στην εφαρμογή ενός συστήματος ανταμοιβής, καθώς ενδιαφέρονται απόλυτα για την επαγγελματική τους εξέλιξη. Οι δημόσιοι υπάλληλοι είναι επίσης θετικοί και για άλλα κίνητρα, πέρα από τα οικονομικά, ενώ διατηρούν υψηλό αίσθημα Κινήτρων Δημόσιας Υπηρεσίας (ΚΔΥ). Παράλληλα, απαντήθηκαν τρία κρίσιμα ερευνητικά ερωτήματα. Το τρίτο ερώτημα αφορά την πρόταση μιας θεωρίας κινήτρων για άμεση εφαρμογή στον ελληνικό δημόσιο τομέα. Προτείνεται η Θεωρία του Adams, όπου αναλύονται οι λόγοι επιλογής της, καθώς και οι λόγοι απόρριψης των υπολοίπων για άμεση εφαρμογή. Τέλος, τα ερευνητικά δεδομένα δείχνουν ότι η μορφή του ελληνικού δημόσιου τομέα, όπως είναι σήμερα, πρέπει να εκσυγχρονιστεί και να υιοθετήσει μια νέα μορφή βασισμένη στις τρέχουσες ανάγκες, καθώς τείνει να χάσει τον κύριο χαρακτήρα του να υπηρετεί τους πολίτες και η εφαρμογή θεωριών κινήτρων μπορεί να το αποτρέψει αυτό | |
| dc.description.abstract | This Thesis presents the findings of the research on the practical application of five motivation theories in the Greek public sector, Maslow’s Hierarchy of Needs, Herzberg’s Two-Factor Theory, McClelland’s Theory of Needs, Vroom’s Expectancy Theory and Adams’ Equity Theory, after first analyzing and applying them theoretically. While the application of a reward system in the private sector is taken for granted, it is not the same for the public sector. The Thesis’s aim is to investigate under what conditions and criteria Greek civil servants can increase their performance, while maintaining the characteristics of the public sector, such as job security. To draw conclusions, quantitative research was used, where primary data were collected from a sample of 239 Greek civil servants who answered a questionnaire created through Google Forms. The research shows the dissatisfaction of civil servants mainly with their salary, but also that they are absolutely positive about the application of a reward system, since they are totally interested in their professional development. The civil servants are also positive about other motivations, beyond financial ones, while they keep a high sense of Public Service Motivation (PSM). At the same time, three critical research questions were answered. The third question concerns the proposal of a motivation theory for immediate application in the Greek public sector. The Adams’ Theory is proposed, where the reasons for its selection are analyzed, as well as the reasons for rejecting the others for immediate application. Finally, the research data show that the form of the Greek public sector, as it is today, must be modernized and adopt a new form based on current needs, as it tends to lose its main character of serving the citizens and the application of motivation theories can prevent this. | |
